Description
Current or recent drug or alcohol use can make a disability claim more challenging, but this session will consider the code of conduct (20 CFR 404.1740(b)(3)(i) and state bar ethics requirements of zealous advocacy to focus on best practices for representation of clients with a history of drug or alcohol use, with tips for maintaining effective attorney-client relationships, developing the record, making effective arguments, cross-examining medical experts, and using of SSR 13-2p to win cases. Hear from both private and legal services attorneys who accept and wins cases with active substance use.

Bay Area Legal Aid
Steven Weiss – is a Regional Managing Attorney at Bay Area Legal Aid, specializing in Social Security disability benefits, and other public benefits, representation, advocacy and litigation. Prior to working at Bay Area Legal Aid, Mr. Weiss was a staff attorney at the Homeless Action Center in Berkeley, California. He is 1998 graduate of the Golden Gate University School of Law and received his B.A. from the State University of New York at Buffalo in Urban Public Policy Administration.

Access Disability, LLC
David Camp – is an attorney and owner of Access Disability, LLC. He specializes in Social Security, SSI and litigation matters—focusing on representation of the homeless. He works from offices in St. Louis and San Francisco, and regularly handles federal court matters in the Missouri, Illinois, and Michigan federal courts. Previously, David clerked for Judge Richard Teitelman of the Supreme Court of Missouri. David has also worked as the Managing Attorney for Gateway Legal Services (a legal aid program), and in the litigation department of Stone, Leyton & Gershman. He received his BS in mathematics from the University of Wisconsin—Madison, and his JD from Washington University in St. Louis.
David is an at-large board member and the Treasurer of NOSSCR. He is a Past President of the Missouri Lawyers Trust Account Foundation, and current Chair of the Administrative Law Committee of the Bar Association of Metropolitan St. Louis. David is a recipient of the Social Security Region 7 Commissioner’s Public Service Award, and the NOSSCR Sweeney award for Distinguished Service for his work litigating and ending the Secret ALJ Policy. He is a member of the Editorial Advisory Committee for West’s Social Security Reporting Service, and the author of both “Current Social Security News” and “Social Security Claims and Procedures” for Westlaw.
