While the burden of obesity and diabetes in the United States continues to expand, the rate of growth of these problems and the resulting complications is more
pronounced along the binational border between Texas and Mexico. During this presentation we will discuss health care trends and challenges in this region
along with various methods of addressing and solving those challenges. Particular emphasis will be placed on the risk factors for and the complications of obesity
and diabetes, problems with access to health services, and science-based recommendations for intervention and prevention.

1. Cite health care trends and challenges in communities along the Texas-Mexico border
2. Where applicable, review and modify their approach to the care of people from these regions
Investigations by the Texas Medical Board: How to Best Handle an Initial Inquiry and Formal Investigation

During this presentation, the speakers review and discuss the investigation process by the Texas Medical Bord.
Learning Objectives:
- Understand the investigation process, including how investigations are initiated, the initial inquiry phase, the formal investigation, how best to respond
- Learn what type of documentation is appropriate.
- Understand the the normal time frames, the internal steps, and some of the most common mistakes which are made by physicians AND ESPECIALLY ATTORNEYS, when responding to inquiries.
The Texas Osteopathic Medical Association (TOMA) is accredited by the American Osteopathic Association to provide osteopathic continuing medical education for physicians. TOMA designates this program for a maximum of 1.5 AOA Category 1-A credits and will report CME and specialty credits commensurate with the extent of the physician’s participation in this activity.

As a full-time member UIWSOM's faculty in San Antonio, Dr. David Garza serves as Clerkship Director for the Family Medicine and Rural/Under-served Medicine Rotations; Director of Osteopathic Recognition for GME; and Medical Director for UIW Health Services. After concluding twenty-five years of solo practice in his hometown of Laredo, Dr. Garza became the Founding Program Director for UIWSOM’s Family Medicine Residency there, where he continues to precept residents every week. He earned his D.O. from UNTHSC-TCOM, and a Master of Medical Education Leadership from UNECOM. Board Certified in Family Medicine Dr. Garza served a seven-year term on the Texas Medical Board. He is a Fellow of the ACOFP and AAFP, and a past president of TOMA, Texas ACOFP, TMF Health Quality Institute, and the TCOM Alumni Association.

Mr. McDonald is a founding partner of the law firm of McDonald, Mackay & Weitz, L.L.P., Austin, TX. Licensed in Texas since 1988, Jeff has worked as an attorney in both the public and private sectors. He previously served as an Assistant City Attorney for the City of Austin, and as the Director of Hearings and Compliance for the Texas Medical Board, the Texas Physician Assistant Board, and the Texas Acupuncture Board. He is Board certified in Administrative Law by the Texas Board of Legal Specialization, and his current practice focuses primarily on physician licensure defense, medical license defense, general administrative law, and professional licensing for health care providers, as well as other services. Mr. McDonald also serves as the Field Representative for TOMA's Impaired Physician Committee. He frequently works with health care professionals who are experiencing chemical dependency or mental health issues.
